How to make big things happen in a small town? How can small university towns encourage progress with the help of students? In 2024 the project European Students' Opinion Festivals invites active students from other European university towns to Tartu to share best practices.
This project participates in the first Tartu 2024 culture and education programme development process, as a part of "Tartu with Europe" programme line. Projects that successfully complete the process will advance to the official European Capital of Culture programme.


All small student towns share a question: how to create an environment in their towns, where students would want to aid the development of the town during their studies and after graduating and where, at the same time, students could use their maximum potential.

The planned European Students' Opinion Festival will be an opportunity for university towns to collectively rethink how to raise students' activeness and determine what is their role in advancing development in different areas.
