Tartu 2024 culture and education programme development process took place from 2020 to 2021. Projects that represented Tartu and Southern Estonia in our European Capital of Culture bid book participated in it. The projects were advised by the Tartu 2024 Creative Council. Projects, which passed the development process successfully, advanced into the official European Capital of Culture programme. 


The development process was comprised of six modules. Each module consisted of seminars, independent work, i.e. written project section and feedback. The teams taking part in the process were guided by feedback given by the Tartu 2024 Creative Council, which is comprised of experts in the field of culture.
